This report addresses a topic which has been discussed in various forms over the last 20 years in Timor-Leste since restoration of independence, what is referred to sometimes as the Youth Bulge.
Youth Bulge is a term used in the economics and demographics literature, describing a situation where a very large proportion of the population are “youth”. In Timor-Leste, it is a topic that is raised when observing the large number of young people often populating Dili, the capital city, who appear to be struggling to engage in the economy. These youth are at risk, because of the lack of employment opportunities and often limited access to valuable
education opportunities. The youth bulge has been sometimes described in Timor-Leste as the problem of youth unemployment or underemployment.
