What we do
Our program prides itself on sharing successes and adapting to lessons learnt from program implementation. We are also committed to ensuring equality of access. In particular we are working to support women, people with disabilities and those living in rural areas to gain training and scholarship opportunities. Scholarships and Alumni
Scholarships are provided for Timorese women and men to study in Australia for Bachelor and Masters degrees and for Doctorates. Returning alumni are encouraged to join the Timor-Leste Australia Alumni Association (TL3A) and continue growing their skills.
TVET Strengthening
The TVET system and training centres produce the skilled workforce Timor-Leste needs to develop its economy. We support the government of Timor-Leste with qualification development, industry engagement and supporting training centres to deliver products that meet local and international industry need.
Labour Mobility Support
Labour mobility programs, run by the Government of Timor-Leste, provide jobs for Timorese to work in Australia, and send income home to their families and communities. Our support includes capacity development of government staff and offices and helping prepare Timorese for Australian work.
About Us
The Australian Government has been supporting training and employment through the Workforce Development Program Timor-Leste since 2014. We focus on three integrated ways of supporting Timor-Leste to build a skilled workforce and meet labour mobility needs;
- Building Individual Capacity; training individuals to fill targeted human resource and workforce gaps in Timor-Leste
- Building Organisational Capacity; supporting more effective TVET institutions, training centres and labour mobility mechanisms to produce a more skilled workforce
- Network and Coalition Building; bringing together people and organisations to influence policy, leadership and resourcing of training and employment institutions to increase production of a skilled workforce.
What Education, Training and Employment Opportunities Are Available?
With COVID-19 increasing already high rates of unemployment in Timor-Leste’s young people, education and training pathways provide avenues for skill development and future meaningful employment. For business, opportunities to skill up their workers is crucial for productivity and future economic growth.
WDPTL provides some education and training courses directly and supports others through our work with Government of Timor-Leste training and employment organisations and training centres. We encourage women, people with disabilities and those living in rural areas to apply for all the opportunities we support.
Australia Awards Scholarships
Australia Awards Scholarships are prestigious international awards offered by the Australian Government to the next generation of global leaders for development. Through study and research in Australia, recipients develop the skills and knowledge to drive change and help build enduring people-to-people links with Australia.

Short courses provide skills for targeted groups of Timorese, aiming to provide pathways into scholarships, further education and career development.
